19A Services
To assist and support Carriers with their Driver qualification and evaluation requirements of NYS-DMV Article 19A (V+T Law). This service is available to all carriers regulated by Article 19A, and is available in two levels.
-Level 1 provides a DMV Certified Examiner (CE) for the required Driver testing, while a member of the Carrier staff remains responsible for the timely accomplishment of all requirements and overall compliance.
-Level 2 is a complete compliance service whereby CTS provides all requirements, including CE functions, file maintenance, reporting and audit responsibility, etc. on an on-going basis.
-A third option is a pre-audit review of your 19A Driver files as an aid to increasing the potential for a successful DMV audit, or to provide a double check of your in-house efforts prior to the filing of your annual Affidavit of Compliance.
Charter Bus
The use of Charter Coaches for school related transportation has become fairly common. Often however, the selection of, and arrangements with, the coach company is handled by someone other than a transportation professional, therefore not aware of compliance requirements and the school district’s responsibility for them. We can assist with securing compliant carriers, the pre-trip qualification of drivers and vehicles, and advising your school district personnel involved with the group of their responsibility during the trip.
File Requirements
The establishment and/or maintenance of carrier files as required or requested, including but not limited to, driver training records, driver qualification and compliance purposes, drug and alcohol testing, vehicle maintenance and inspection records, etc.
Physical Performance Testing
Provides certified Instructors (SBDI) to conduct the testing of School Bus Drivers and Attendant/Monitors to Physical Performance Standards as required by NY-SED. The Physical Performance Tests (PPT) can be conducted at your site or ours, and all filing and reporting requirements for compliance are included.
